FOREU4ALL

What is FOREU4ALL?

FOREU4ALL (Community of Practice) is the newly formalised successor to the informal FOR-EU Forum. It brings together all current and future European University Alliances (EUAs)—currently 65 (or around 73 including Seal of Excellence alliances)—as well as relevant stakeholders such as student unions, quality assurance agencies, and higher education networks.

Its purpose is to foster broad cooperation, the exchange of good practices, and joint initiatives, while also addressing fragmentation within the European Higher Education Area. Ultimately, it supports the transformation of higher education and research in Europe. The project is funded by the European Commission.

Structure of FOREU4ALL

General Forum: The central decision-making body, where each alliance may appoint up to three representatives (including the coordinator). It determines strategic priorities, key deliverables, the communication strategy, and more.

Forum Board: A rotating body of 15 alliance representatives (mostly work package leaders). It ensures coordination and prepares decisions for the General Forum. In 2025, it includes representatives from alliances such as EUniWell, Unite!, and EUGLOH.

External Advisory Board: An independent group with at least five external members (e.g. students, university networks, quality assurance bodies), offering strategic guidance and supporting the policy dialogue process.

Topical Groups & Policy Labs: Around 20 thematic working groups (e.g. on governance, education, mobility, digitalisation) involving over 1,800 experts from the alliances. They aim to develop best practices, policy briefs, and shared learning formats.

Communication & Dissemination: A dedicated work package (e.g. led by CHARM-EU) responsible for managing the website, social media, publications, and outreach to the broader higher education landscape.

Tasks and Objectives of FOREU4ALL

  • Facilitate peer learning and knowledge exchange among European University Alliances.
  • Enable the transfer of best practices to the wider higher education sector across Europe.
  • Organise events and formats such as webinars, workshops, policy labs, and community-building meetings.
  • Promote policy dialogue with European, national, and regional policymakers, amplifying the voice and impact of the alliances.
  • Strengthen outreach and visibility by engaging with student organisations, networks, and institutions beyond the EUA landscape.

Role of EUPeace within FOREU4ALL

Participation: EUPeace is itself a European University Alliance and actively participates in FOREU4ALL bodies: EUPeace has been represented at high-level events, such as the Brussels forum in February 2025, by key figures like Prof. Dr Evelyn Korn (Governing Board Chair) and Secretary General Alexandre Wipf.

Thematic contributions: EUPeace brings its expertise in peacebuilding, inclusive societies, and justice into various Topical Groups and Policy Labs, enriching the thematic diversity of the platform.

Visibility and dissemination: By participating in FOREU4ALL, the results of EUPeace (for example handbooks on international teacher education) become more visible and are publicised in the Community of Practice. On the other hand, FOREU4ALL has already taken part in EUPeace events (e.g. in Brussels, March 2025) and thus helped to expand the network. Both, EUPeace and FOREU4ALL benefiting from their cooperation by raising their profile.
